WHAT IS CALIFORNIA SENATE BILL 63?
California Senate Bill 63 (2025) establishes a new regional district, the Public Transit Revenue Measure District, covering the counties of Alameda, Contra Costa, San Mateo, Santa Clara and the City & County of San Francisco, and authorizes a retail sales and use tax (0.5 cent in most counties, 1 cent in San Francisco) to be placed on the November 2026 ballot for up to 14 years; the revenues, pending voter approval, would be used to shore up transit operations and include oversight mechanisms (such as independent financial-efficiency reviews and a maintenance-of-effort clause) to ensure accountability. The measure would provide funds for BART (Bay Area Rapid Transit), Muni (San Francisco Municipal Transportation Agency), AC Transit (Alameda County), Caltrain, SamTrans (San Mateo County) and VTA (Santa Clara County).
WHY IS SB 63 CRITICAL?
California Senate Bill (SB) 63 is considered crucial by Bay Area transit agencies because it directly addresses the region’s looming transit funding crisis and lays the groundwork for a long-term, coordinated recovery and modernization plan. SB 63 is essential to providing a high-quality transit experience for Bay Area residents. Absent the financial and structural support offered by SB 63, it is likely that commuters would significant reductions in services and potential fare hikes. By impairing the convenience, coverage, and affordability of public transit, these outcomes would naturally reduce ridership and therefore be long-term negatives for our communities.

Senate Bill 63 was signed into law by Governor Newsom in October 2025. The next step is a signature‐gathering campaign across the five counties to place the tax measure on the November 2026 ballot.
